Made In Minnesota (MiM Program)

The Minnesota Legislature established the Made in Minnesota (MiM) Solar Incentive Program in 2013 to help our state meet its solar electricity standard and to catalyze the solar industry.

MiM is a solar photovoltaic (PV) and solar thermal incentive program for consumers who install PV and solar thermal systems using solar modules and collectors certified as manufactured in Minnesota. Solar PV projects must be located in one of three participating electric investor-owned utility (IOU) service territories, Xcel Energy, Minnesota Power, and Otter Tail Power.

Applications for solar PV are accepted annually from Jan. 1 to Feb. 28 and selected by lottery. The Made in Minnesota incentive is offered in addition to the 30% federal tax credit.

Solar Rewards

Offered by Xcel, Solar*Rewards is an energy production based incentive for systems 20 kW or less. The incentive is offered to Xcel Energy customers to help offset the cost of installing PV. The 2017 incentive amount is $0.08 (8 cents) per kWh produced by the PV system. System size must be between 0.5 to 20kW. The PV system cannot exceed 120 percent of the customer’s annual energy consumption based on the past 12 months of energy use. The incentive is paid annually for 10 years, with payment being made by check in January and February of each year depending on your billing cycle. Incentive awards are based on a first come first served basis.

Commercial Solar

Applications for solar PV are accepted annually from Jan. 1 to Feb. 28 and selected by lottery. There are three incentive levels depending on the ownership and system size: For-Profit Commercial, Tax Exempt/Nonprofit/Public, and Residential. Commercial systems must have a capacity less than 40 kW. Modules from four Minnesota companies have been certified for the program to date. The Made in Minnesota incentive is offered in addition to the 30% federal tax credit.

Rural Energy for America (REAP) Provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy efficiency improvements.

Financing is a simple finance option that provides commercial building owners with access to low-cost, long-term financing for energy efficiency, renewable energy and water conservancy projects. PACE offers 100 percent financing for up to a 20-year term, and as the name illustrates, payments are made annually through a special property tax assessment. Commercial real estate owners benefit because the investment increases the value of their property, the amount they save for utilities should be more than the annual payments, tenants appreciate the energy savings component, and financing is transferrable in the case of a sale.
